It has lifetime validity and is mandatory for claiming 85% State Quota seats in NEET, state engineering admissions, and state civil service recruitments.

Log into your state's citizen services portal (eDistrict UP, Aaple Sarkar Maharashtra, Seva Sindhu Karnataka, RTPS Bihar, TN e-Seva, e-District Delhi).
Provide personal details, birth location, father's permanent address, and total continuous years of residence in the state.
Upload scanned copies of Class 10/12 marksheets, parents' property/voter records, and notarized domicile affidavit.
Pay the statutory e-District fee (₹15–₹50) via UPI or Net Banking.
The local Lekhpal / Patwari / Village Administrative Officer (VAO) conducts a physical inquiry to confirm continuous residency.
Once approved by the Tehsildar / Sub-Divisional Magistrate (SDM), download the QR-coded Domicile Certificate PDF or link it to DigiLocker.
To correct name spelling, father's name, or residential address on your issued Domicile Certificate:
Log into your state e-District portal or visit your local Sub-Divisional Magistrate (SDM) / Tehsildar office.
Submit a rectification application along with your Class 10 marksheet and Aadhaar card.
Once verified against revenue archives, an updated digital Domicile Certificate will be issued.

Enter your Application / Acknowledgment Reference Number.
Download the official PDF bearing the digital signature seal of the Tehsildar / SDM.
Store the certificate in DigiLocker for instant admission and document verification.
Track your Domicile Certificate application status online:
Go to the 'Track Application Status' section on your state e-District portal.
Input the alphanumeric receipt number.
View whether your file is pending with the Lekhpal/Patwari inquiry officer or approved for download.
1) Residence Certificate: Proves where you are currently residing on a temporary basis (for utility connections, local delivery, etc.). 2) Domicile Certificate (Niwas Praman Patra): Proves that a specific Indian State is your permanent, legal home (requiring 3–15 years of continuous residence or ancestral roots), used for 85% state quota reservations in medical/engineering colleges and state government employment.
A Domicile Certificate has LIFETIME validity in most Indian states, provided the citizen does not permanently relocate or obtain domicile in another state.
NO! Under Indian law and Article 5 of the Constitution, a citizen can have only ONE domicile in India at any given time. Holding two state domiciles to claim double reservation benefits in NEET or state PSCs is a punishable legal fraud.
Residency rules are state-specific: In Uttar Pradesh, Maharashtra, and Bihar, 10 to 15 years of continuous residence or schooling is required. In Karnataka, 7 to 10 years of study in recognized state institutions is mandatory. In Delhi, 3 years of continuous residence is required.
1) Open digilocker.gov.in or the DigiLocker app. 2) Search for your State Revenue Department. 3) Select 'Domicile / Residence Certificate'. 4) Enter your Application Number and Certificate ID. 5) Click 'Get Document' to fetch your digitally signed e-Domicile Certificate.
