Civil welfare documents are government-issued proofs that determine a citizen's eligibility for subsidised essential services, social protection schemes, and state welfare programs across India. The BPL (Below the Poverty Line) Card is the central identity document for India's poorest households. Issued by state governments based on socio-economic surveys, the BPL card qualifies families for subsidised food grains under the National Food Security Act (NFSA) — 5 kg of rice/wheat per person per month at ₹1–₹3. It also provides access to free LPG connections under the Pradhan Mantri Ujjwala Yojana, subsidised housing under PMAY (Pradhan Mantri Awas Yojana), and priority in MGNREGA (Mahatma Gandhi National Rural Employment Guarantee Act) job cards.

The Ration Card is issued by the state's Food and Civil Supplies Department and is one of India's most widely accepted documents for both identity proof and address proof. It comes in three variants: AAY (Antyodaya Anna Yojana) for the poorest of the poor, BPL for below-poverty-line households, and APL (Above Poverty Line) for the general category. Each state has its own portal for applying for a new ration card, adding a member, or making corrections online.

The EWS (Economically Weaker Section) Certificate allows members of the general category who fall below the income threshold to claim the 10% reservation in government jobs and educational institutions introduced by the 103rd Constitutional Amendment. The certificate is issued by a designated authority (SDM/Tahsildar) after verification of income, assets, and other eligibility criteria.

The Minority Community Certificate certifies that a person belongs to one of the six officially notified minority communities in India (Muslim, Christian, Sikh, Buddhist, Parsi, and Jain) as defined by the National Commission for Minorities. This certificate is required to avail scholarships, pre-matric and post-matric benefits, and government scheme reservations for minority communities.

The Single Girl Child Certificate is a specific welfare certificate that grants additional scholarship benefits and concessions to families with a single girl child, encouraging education and reducing gender discrimination. It is a prerequisite for multiple state scholarship programs and is issued by school authorities in coordination with state education boards.
