It is mandatory for availing OBC reservations in central and state government jobs, educational institutions, and welfare schemes. The creamy layer refers to OBC members who are socially and educationally advanced and are excluded from reservations. This includes: children of government employees in Group A/B/C positions, income above ₹8 lakh per annum, property ownership above threshold, and other specified criteria.
Central government institutions accept both central and state OBC certificates. Some state government institutions may only accept their own state's OBC certificate. Always check the specific institution's requirements.
The Income Declaration / Certificate accompanying the OBC NCL is valid for one financial year (April to March). A fresh certificate with updated income proof is required for each academic or recruitment year.
The certificate is issued by the Tehsildar, Sub-Divisional Magistrate (SDM), or a designated certifying authority notified by the state government.
Many states now offer online application through their respective state portals (e.g., Maharashtra's Aaple Seva, Karnataka's Bhoomi, etc.). However, verification still requires visiting the local revenue office.
