Visit Official Portal →💡 An EWS Certificate (Income and Asset Certificate) is a statutory document issued by the Revenue Authority (Tehsildar / SDM) granting 10% reservation in government jobs and educational admissions under the 103rd Constitutional Amendment Act 2019 to General category citizens whose gross annual family income is below ₹8 Lakh and who meet DoPT property limits. It is valid for one financial year.

Verify that your gross family income is below ₹8 Lakh/year and family does NOT own: 1) 5+ acres agricultural land, 2) Flat of 1000+ sq ft, 3) Plot of 100+ sq yards in notified municipalities, or 4) Plot of 200+ sq yards in other areas.
Log into your state's citizen services portal (e.g., e-District UP, Aaple Sarkar Maharashtra, e-District Delhi, Jharsewa, RTPS Bihar) and select 'Income & Asset Certificate for EWS'.
Enter demographic coordinates, family members (parents, siblings under 18, spouse, children under 18), and detail all agricultural and urban real estate holdings.
Upload scanned copies of Aadhaar, revenue land records, salary slips/ITRs, and the notarized EWS self-declaration affidavit.
The local Patwari/Lekhpal and Revenue Inspector conduct a field inspection of your residential home and verify landholdings against village land ledgers.
Upon verification, the Tehsildar / Sub-Divisional Magistrate digitally signs the EWS Certificate (in Annexure-I format). Download the QR-coded PDF from the portal or DigiLocker.
How to renew an expired EWS certificate for the new financial year:
Gather ITR acknowledgments and salary slips for the fiscal year ending March 31st.
Log into your state e-District portal and choose 'EWS Certificate Renewal / Re-issuance'.
The Revenue Patwari verifies ongoing income status against previous records.
Receive the newly dated EWS certificate valid for the current academic/recruitment year.

Track your EWS application and Patwari inquiry status online:
Visit your state e-District portal and select 'Track Application Status'.
Input the 14-digit application reference ID.
Check whether your file is pending with the Revenue Inspector, Naib Tehsildar, or approved by the Tehsildar.
Introduced via the 103rd Constitutional Amendment Act 2019, the Economically Weaker Section (EWS) quota provides a 10% reservation in civil posts and educational admissions for citizens in the General (Unreserved) category who are not covered under SC, ST, or OBC quotas, provided their gross annual family income is below ₹8 Lakh.
A candidate is excluded from EWS benefits if their family owns or possesses: 1) 5 acres of agricultural land and above, 2) A residential flat of 1,000 square feet and above, 3) A residential plot of 100 square yards and above in notified municipalities, or 4) A residential plot of 200 square yards and above in areas other than notified municipalities.
An EWS Certificate is valid strictly for ONE FINANCIAL YEAR (from April 1 to March 31). Because income and assets fluctuate annually, candidates must obtain a fresh EWS certificate at the beginning of each financial year based on the previous year's gross earnings.
As per DoPT Office Memorandum 36039/1/2019-Estt.(Res), a Central EWS Certificate must be issued and signed by any of the following authorities: 1) District Magistrate / Additional DM / Collector / Deputy Commissioner, 2) Chief Presidency Magistrate / Additional Chief Presidency Magistrate, 3) Sub-Divisional Magistrate (SDM), or 4) Tehsildar (not below the rank of Tehsildar).
1) Visit your state e-District portal (e.g., edistrict.up.gov.in, serviceonline.gov.in). 2) Click on 'Certificate Verification / Download'. 3) Enter your Application Number and Certificate Number. 4) Verify the mobile OTP to download the official QR-coded, digitally signed color PDF.
