Log into parivahan.gov.in, select 'Application for No Objection Certificate (Form 28)', pay the ₹100 fee, upload chassis pencil imprint and NCRB non-theft clearance, and submit triplicate copies at your registering RTO.
Submit a formal written petition through proper channel to your Head of Office / Cadre Controlling Authority detailing the post applied for and exam date.
Submit a formal letter to the Society Secretary along with maintenance receipts confirming zero pending society charges.
Pay the final EMI / loan settlement amount and request the physical closure kit including Form 35 and the signed Bank NOC.
Collect the NOC carrying the authorized official seal, reference number, date, and designation of the issuing authority.
How to amend or re-issue an NOC with updated destination address or name corrections:
Approach the issuing authority (RTO / Department / Bank) stating the reason for amendment.
Return the original physical certificate to prevent duplicate misuse.
Attach proof of new address or corrected credentials.
Collect the re-issued No Objection Certificate with a fresh reference number.

Log into your bank's net banking portal > 'Loan Accounts' > 'Download No Dues Certificate (NDC)'.

Form 28 is a statutory No Objection Certificate issued under Section 48 of the Motor Vehicles Act 1988 by the parent Regional Transport Office (RTO). It is mandatory when permanently relocating a motor vehicle from one state/UT to another (staying beyond 12 months) to re-register the vehicle and pay road tax in the destination state.
Under Central Civil Services (CCS) Conduct Rules, serving government, PSU, and defence employees must seek prior permission/NOC from their cadre controlling authority before applying for another recruitment exam (such as UPSC, SSC, or State PSCs). The NOC certifies that the department has no vigilance cases pending and consents to relieve the employee upon final selection.
1) RTO Vehicle NOC: Valid for exactly 6 MONTHS from the date of issue. 2) Bank Loan Closure NOC: Lifetime validity (confirms permanent debt clearance). 3) Housing Society NOC: Generally valid for 3 to 6 months for property registration. 4) Employer Exam NOC: Valid for the specific recruitment cycle applied for.
If you obtained an RTO NOC to move to another state but decided not to shift: 1) Visit the destination RTO and obtain a 'Non-Utilization Certificate (NUC)' proving the vehicle was never registered there. 2) Submit the NUC, original Form 28, and a cancellation application to your original RTO to restore your local registration.
An authentic NOC must include: 1) Official letterhead with organization seal and logo, 2) Reference number and date of issuance, 3) Complete name and identity credentials of the applicant, 4) Explicit statement: 'This office has no objection to [specific activity/transfer/loan closure]', and 5) Signature, name, and designation of the authorized signatory.
