How to Change Address in Voter ID Card Online (Form 8)
A comprehensive guide on updating or shifting your address in the Voter ID card (EPIC) using Form 8 on the NVSP portal, without visiting the election office.
The Importance of an Updated Voter ID Address
The Electors Photo Identity Card (EPIC), commonly known as the Voter ID card, is a fundamental document issued by the Election Commission of India (ECI). It serves a dual purpose: it acts as an unassailable proof of citizenship and identity, and it establishes a citizen's right to cast a vote in their designated constituency. As citizens migrate across cities or states for employment, education, or marriage, ensuring that the Voter ID card accurately reflects their current residential address becomes paramount.
Failing to update the address on your Voter ID has serious implications. Primarily, you will be registered in the electoral roll of your previous residence. If an election occurs, you will not be legally permitted to vote in your new constituency. You would have to travel back to your old constituency to cast your vote, which is often impractical. Furthermore, a Voter ID is frequently used as a primary Proof of Address (POA) for opening bank accounts, getting a new SIM card, or applying for a passport. An outdated address renders the card useless for these vital civic procedures.
Understanding the Forms: Form 8 vs. Form 6
The Election Commission has streamlined the modification process, but applicants often confuse which form to use. The introduction of unified forms has simplified this:
- Form 6: This form is exclusively for the inclusion of a name in the electoral roll for the first time. It is used by citizens who have just turned 18 or individuals who have never registered to vote anywhere in India.
- Form 8: This is the universal form for shifting of residence, correction of entries, replacement of EPIC without change, and marking of Persons with Disabilities. If you already possess a Voter ID card and merely need to change the address on it, you must use Form 8.
Documents Required for Address Change
To successfully process an address change application under Form 8, the Electoral Registration Officer (ERO) requires definitive proof of your new residence. You must upload a scanned, self-attested copy of any ONE of the following documents:
- Aadhaar Card (Ensure the Aadhaar already reflects your new address)
- Current Bank Passbook / Kisan Passbook / Post Office Passbook
- Ration Card
- Registered Rent Agreement / Lease Deed
- Water / Electricity / Gas connection bill (not older than 1 year) in the applicant's or their parents' name
- Indian Passport
- Revenue Department's resident certificate / Domicile Certificate
Step-by-Step Online Process on the NVSP/Voters' Service Portal
The entire process of changing your address has been digitized via the Voters' Service Portal (voters.eci.gov.in), previously known as NVSP. Follow these explicit steps to submit your Form 8 application:
Step 1: Portal Login
- Visit the official ECI portal at voters.eci.gov.in.
- If you are a new user, click on 'Sign Up', enter your mobile number, email, and register. If you already have an account, enter your credentials and log in.
- Once logged in, your dashboard will display various forms. Look for the section titled 'Shifting of residence/Correction of entries' and click on Form 8.
Step 2: Filling Form 8
- The system will prompt you to choose whether you are applying for yourself or another family member. Select the appropriate option.
- Enter your existing EPIC Number (Voter ID number). The system will automatically fetch your current details from the electoral roll.
- You will be asked for the reason for applying. Select 'Shifting of Residence'. It will further ask if the shifting is 'Within Assembly Constituency' or 'Outside Assembly Constituency'. Choose based on how far you have moved.
- Scroll down to the 'Address' section. Carefully input your new house number, street, village/town, post office, and PIN code. The system will auto-transliterate English entries into the regional language. Cross-check the regional language spelling; you can use the virtual keyboard to correct any transliteration errors.
- Upload your scanned Proof of Address document in the designated section. Ensure the file size is under 2MB and is in JPEG/PDF format.
Step 3: Verification and Submission
- Enter the 'Place' from where you are submitting the application, enter the captcha code, and click on 'Preview and Submit'.
- A complete preview of your filled Form 8 will appear. Review every single detail meticulously.
- If everything is correct, click 'Submit'.
- A success message will be displayed along with an Application Reference Number (ARN). Save this number securely, as it is the only way to track your application status.
Tracking Status and Physical Delivery
The processing time for a Voter ID address change generally ranges from 30 to 45 days, depending on the workload of the local Block Level Officer (BLO). You can track the progress by clicking on 'Track Application Status' on the portal homepage and entering your Reference Number.
The application goes through three stages: Submitted -> BLO Appointed -> Field Verified -> Accepted/Rejected. Sometimes, the BLO might call you or physically visit your new address to verify your residency. Once the application is accepted, the electoral roll is updated immediately.
You can immediately download your updated e-EPIC (digital Voter ID) from the portal. The physical PVC card with the updated address will automatically be dispatched to your new address via Speed Post by the Election Commission, usually within a few weeks of approval.
